A made up scenario?

A woman lives out on the farm and has a 3 1/2 giant breed pup. She's a really good owner. She exercises him, disciplines him(not punish), shows affection and plays with him and makes sure he gets food and fresh water throughout the day and night.
In order to challenge him, is to get on her 4-wheeler going 2-5 miles an hour and puts the dog on a long leash, makes sure the dog is at a safe distance from the wheel and lets him run along side her for 10 minutes a day(far enough from the wheeler, but close enough for him to not be dragging nor choking)).
Is that an ok thing to do or is that abuse(the 4wheeler thing)?
Answers:
It would not be abuse. A four wheeler is no different than a motorized wheelchair(for those who are handicapped and have a dog), a bicycle, roller skates, skateboard.blah, blah, blah. All run on wheels and all can be used to walk/run a dog. Dogs are not complete idiots. If you start slow, but consistently, the dog is not going to get run over. And 2 miles per hour is only walking speed. No dog would even be trotting at that speed.unless it was a chihuahua. I walk my dog at a normal pace every morning and we do 3 miles in just under an hour..so we are walking appoximately 3.1 MPH. The average dog runs at 19 MPH at full speed. The average human runs about 10-12 MPH at full speed. The plain and simple fact is that humans just can't keep up with dogs as far as running. So if you want to "run" your dog.you HAVE to use a bicycle, roller skates, etc.
Its fine for 10 minutes. Because the dog in question is a giant breed, you really want to go easy on the forced exercise. Limit it as much as possible. Plain old leash walking is better for 'giants'.
EDIT: This is a 3 1/2 MONTH pup, not year? if the dog is is 3 1/2 YEARS old, it is fine, but if the dog is 3 1/2 months, you don't want to be doing ANY kind of forced exercise, period, until the dog is fully matured (24 months).
Tying a dog to any mechanical thing is abuse in my opinion
you have too much time on your hands. what is a 3 and 1/2 dog anyway?
People ride their bicycles with their dogs every day - and they are going a whooooollllle lot faster than 2-5 mile/hr. There is a lady in my neighborhood that zips along on her bike with her little whippet. So no - it's not cruel. If she's going that slowly, even if she was going faster, it's not cruel. What about people that go running with their dog? They are going faster than 2-5 miles per hour. If she is holding hte leash she can drop it for any reason.
And no, this isn't something that just Cesar Millan would do - this is something any old average Joe would do and does do!
As long as the dog is atheletic enough, he would LOVE it! If it is a 3 1/2 mth old pup... then he would be too young.. a jog on a leash (no 4 wheeler) would be his speed. A puppy isn't smart enought yet to know NOT to run under it or when his limit is.
BUT, YES, a grown dog would love it. it would not be abuse. Our dogs love running w/ the 4-wheeler.. at least one does. my hubby ran over our big doggie w/ the 4 wheeler, now she won't go around it! She darted infront of it super fast and he couldn't stop enough... she was fine... just scared. So if you ever make this a REAL situation. be careful, as accident can happen too quick!
