How old are your dogs? The younger they are the easier it is to socialize them.
I'd start first in a positive reinforcement training class. Your dogs can be in a room with other people and dogs and discover good things happen to the dog, and they will learn you will keep them safe from the other people and dogs.

Give random people treats and walk your dog and see them let the people give her treats and work with people she dose not know. Play what she wants and praise her alot
Take your dog to obeidience or agility classes, those are huge confidence builders for dogs.
You socialize them - either get some books on dog training and get into it, or, much easier,
take your dog and enroll in an obedience class.
That's fun and great socialization.
You can do it yourself by taking the dog out with people and getting him used to them gradually, but obedience classes are far better and faster.
Get him to socialise with as many dogs as possible and people. Have him wear a muzzle though.
